(report-emacs-bug-run-tersely): New variable
(report-emacs-bug): Insert warnings for novice usres in *mail* buffer.
Set enable-multibyte-characters to nil.
(report-emacs-bug-hook): Check non-English letters.  Confirm about
sending a report to FSF.
